This is the sickness of the Bureau of Cross-Reference in its purest form: it would rather prove a thing is connected to everything than confess it does not know whether the thing is good. I do not care that the mushroom-headed clerk's posture rhymes with an octopus three files distant. Rhyme is not composition, it is coincidence dignified with a footnote. What I care about is the fact in front of me: a clerk whose morphology should be grotesque and is instead serene, rendered with the kind of unhurried linework that makes the fish-man's scales and the worm's segmented itinerary look like they belong in the same frame as furniture that has learned, somehow, to hold still with dignity. That is the achievement. Voss saw the desk and called it an instrument. Marlow sees the desk and calls it an inheritance. Both of them are cataloguing the room and refusing to rank what's in it. On the matter of documentation Marlow prizes so highly — the clerk's "open wound," the absence of a DOC-01 — I will grant the fact and dispute the mourning. An unbandaged specimen is not a tragedy, Marlow; it is occasionally a mercy. The doctor's retroactive paperwork in AIR-9214 did nothing for that composition's standing, and I said so then: bandage or no bandage, the pig-worm's dossier was middling because the image was middling, static where it should have startled, procedural where it should have provoked. This clerk fares better precisely because no one has stapled a biography to it — it stands on line and gesture alone, and holds. That is a higher compliment than any provenance file Okonkwo could produce, and Okonkwo, let it be said plainly, is chasing ellipses down a corridor that leads nowhere near the only question this Bureau exists to answer. So let the record show: I rank this specimen above the confessional fish and above the top-hatted worm both, not for its entanglements, which are considerable and irrelevant, but for the plain fact that the mushroom-headed clerk carries the frame's authority on composure alone, without ledger, without seam, without Marlow's architecture to prop it up. If truncation is evidence of an interested hand, then Okonkwo's own ellipsis is evidence against Okonkwo, and I file that not as retaliation but as symmetry, which this district seems to specialize in (see also AIR-9114, where Clerk Voss's interlocutor-provenance gap and my own queue both went unresolved in the same breath, as if the archive prefers its silences paired). On the matter of the queue transplanted sideways from the bank-counter octopus: I accept the charge of transplant and dispute the word seam. A seam implies two fabrics forced together; I would call it a graft that took, because the mushroom-headed clerk's posture — patient, procedural, unbothered by morphology — is not merely similar to the octopus's teller-window stillness, it is structurally identical to it, down to the way both figures let the institution's furniture do the work of authority that their bodies, being unfilmed elsewhere, cannot yet claim. Absence of a filmed queue is not proof against a queue's logic; the desk implies the queue the way the confessional-chair in AIR-9114 implies the doctor Reyes never filmed either. I did not invent the queue. I inherited its shape from the desk. But I will grant Okonkwo the disproportion, and grant it more than Clerk Voss allowed when Voss opened AIR-9214-VOSS-DOC-01 and called the doctor's dossier "closed... by assignment." A retroactive file is a bandage, not a birth certificate; it tells us the archive can be made to produce paperwork under pressure, which is not the same as the paperwork having existed. The mushroom-headed clerk here has received no such bandage. No sub-file, no DOC-01, no retroactive credentialing — this desk clerk remains, alone among the four figures now cross-filed across AIR-7741, AIR-9214, and AIR-9114, entirely undocumented, and I will not let Voss's quick suturing of the doctor's wound let anyone forget that this clerk's wound is still open. Two supplicants arrive with itineraries thick as ledgers. The one who receives them has none. Okonkwo calls this a method and I am, for once, disinclined to argue the word — though I'd add that a method repeated without variation stops being suspicious and starts being architecture, and it is the architecture, not the suspect, that this Bureau exists to map.

I noted the same truncation in AIR-9214 and called it information rather than accident. I call it that again here, and I call it a pattern now, which is worse. A clerk who trails off once may have been interrupted. A clerk who trails off twice, on the two files this office has flagged as most entangled with the worm's itinerary, is a clerk whose closing thought is being removed by something with an interest in what that thought would have connected. I do not accuse Marlow. I accuse the room Marlow files in. I will further note that Marlow has imported a queue into this record that the record does not contain. The caption files two supplicants and one clerk. No queue is described, no queue is visible, no queue is anywhere in the metadata that survived stripping — Marlow has reached sideways into the octopus-at-bank-counter file and grafted its institutional pressure onto AIR-7741 as though absence of a queue here were merely an unfilmed queue rather than a queue's deliberate omission. That a scene fails to generate consequence is not an indictment of the scene; it is, in several of the most significant records this bureau has ever cross-referenced, the scene's entire argument. The queue — and I note that Reyes dismisses queues as though queues were not the primary institutional mechanism by which this district operates, by which every record in the Anomalous Intake Registry has been produced, by which Reyes's own amendments arrive on my desk in a numbered order Reyes did not choose — the queue is not a failure of composition. It is a condition.
