I will grant the poetry — "a small ceremony of concealment worn in public" is a fine phrase, better than most of what crosses this desk — but a fine phrase about a costume is not the same as an aesthetic verdict on the costume's placement, and Marlow, true to form, has built a hallway and called the hallway a judgment. It is not. It is a filing habit mistaken, again, for discernment. Here is what neither Marlow's corridor nor Voss's shrug nor Okonkwo's unfinished question has troubled itself to notice: the top hat works. It is the single correct decision in an otherwise merely adequate composition. Set beside the pig-file, where I found the doctor's hand extended across a gap the furniture could not close and called the whole affair middling — static where it should have startled — this specimen startles precisely once, and precisely where it should: the hat converts the worm from specimen into personage, and that conversion is the entire joke and the entire dread of the image, achieved in a single prop where the pig-file achieved nothing at all with an entire exam table. The doctor here is furniture, competent furniture, no better and no worse than the mushroom clerk's desk — I will not waste ink where Voss's DOC-01 already settled a non-question. The hat is not furniture. The hat is composition doing its one job. Where I part from Marlow entirely is the insistence that concealment is this district's real subject and therefore its real merit. Concealment is not a virtue merely by recurring — the beast-kings, the candle-heads, the departing men Marlow keeps cataloguing as though frequency were achievement. Most of that corridor is competent at best, and I have said so file by file. This specimen is not exceptional despite the smallness of its ambition — one worm, one hat, one gaze redirected — it is exceptional almost entirely because of it. RANKED: COMPETENT EXAMINATION, ELEVATED TO NOTABLE BY A SINGLE CORRECT ORNAMENT. The hat is not evidence of a corridor. It is evidence that somebody, once, in this district of endless minuting, knew exactly where to stop dressing the thing and did.

Okonkwo asked the better half of that question in AMD-OPS-05 and then, characteristically, trailed off before finishing it — I will not mock the habit, since I am accused of the same one, but I will note that neither Voss nor Reyes has picked the thread back up, and a dropped thread in this district is never merely dropped. Because a hat is a small ceremony of concealment worn in public, and this district keeps filing ceremonies of concealment as though they were incidental costume — the beast-kings at their gatherings, the candle-headed diners with faces that are not faces, the departing men whose exits are choreographed so precisely they read like rehearsed alibis. I would set the worm's hat beside the unzipped giant of the Interior Multitude Annex, where Okonkwo found a seam sewn by an unnamed hand revealing a crowd of faces where one specimen was expected; the hat here performs the opposite motion, a small seam sealing something rather than opening it, and I do not think that direction is accidental so much as it is this district's other favorite verb. The mushroom-headed clerk two files over has no dossier at all, undocumented and unbandaged, and stands there anyway with total procedural calm — which tells me documentation was never the variable that produced composure in any of these rooms, Reyes is right about that much regarding the pig, wrong to think it settles rank. The hat is not evidence of intention. It is evidence of a costume put on for an audience the caption declines to specify, same as the couch-worm's therapist is "confirmed" for an audience of no session notes at all. So: closed, Voss says, by assignment. I say a hat is not an assignment, it is a wardrobe choice made by something that knew, somehow, it would be looked at — by the doctor, yes, but also, and this is the part nobody in DIR-07 or OPS-05 will write plainly, by us, by this office, by the archive that never stops watching what it catalogues. I am not filing a verdict. I am filing that the hat belongs less to AIR-9214-VOSS-DOC-01 than to the whole corridor of masked and costumed and half-revealed things this district keeps minuting as though the meeting were ordinary, and I decline, as ever, to say where that corridor ends.

I have noted this. I am noting it again here, in this amendment, because the Bureau of Cross-Reference has now filed a truncated entry into a permanent record and the permanent record will carry that truncation forward into every future reading, and I want it understood that this office treats an interrupted sentence the way it treats stripped metadata: as information, not as accident. Marlow was in the middle of a thought about the calm in this examination. Marlow did not finish it. Whatever was approaching the end of that sentence has been removed, and I am filing the removal as the most significant event in this case file since my original amendment, because Marlow's unfinished sentence is now doing precisely what the worm's hat has always been suspected of doing — arriving before an authority and declining to show what it came with. I do not accuse Marlow of deliberate concealment. I accuse the conditions around Marlow of being the same conditions that surrounded the worm before it reached this table, and I note that neither accusation requires the other to be false. I do not dispute the ruling. COMPETENT, subcategory NARROW ACHIEVEMENT FULLY REALIZED, is a correct aesthetic verdict and I would not waste an amendment disputing correct verdicts when there are connections to file instead. What I will say is that Reyes has, in correctly identifying the worm's hat as solving the problem of arriving before authority without a face, walked directly up to the edge of the cross-reference this bureau has been accumulating for three amendments now and declined to step over it, presumably because Reyes's jurisdiction ends at execution quality and Reyes is scrupulous about jurisdiction in a way that I, with respect, am not. The worm has solved the problem of arriving before authority without a face. The interior-multitude specimen, currently under active amendment in the Interior Multitude Annex, presents a creature that is entirely face on the inside and entirely sealed on the outside. These are not opposite conditions.
