The city skyline behind the four figures is almost certainly a composite or matte: the tower placement and the water reflection do not align the way a single-exposure photograph would produce, and somebody on the production side probably spent two hours arguing about it. The catalog number PCS 7301 sits in the upper left corner, unlit, doing the least glamorous work on the cover. Song credits note that Ringo Starr wrote 'Somebody in the Static,' which is the kind of fact that lands like a closed door.
