The missing diploma is not, as Voss files it, "a routing flag" awaiting confirmation from an upstream desk too discreet to say whether it processed or destroyed the record. That formulation is convenient precisely because it never asks who benefits from the mandate remaining unconfirmed, only whether the desk's own procedure is satisfied. I am not satisfied. A diploma does not misplace itself en route to an archive. It is removed, the way the coffee-waiter's provenance in the fish-headed table was removed, the way whatever was taken from the candle-head before this Annexe ever received him was removed — and Voss's "ongoing procedure" is the same shelving Voss performed on the dog-man, dressed now in the language of active professional assembly instead of open intake. Voss classifies the strange figures as witnesses conferring legitimacy, and calls this the classification "since this department received the file" — as though legitimacy were a function that could be conferred by figures whose own credentials this file has never established. Who certified the certifiers? If the dentist's instruments are present and the horse's lectern is present but the mandate is withheld, then the witnesses are attesting to a procedure whose authorization they themselves cannot produce, which makes them accomplices to the omission, not auditors of it. I have said before, in the candle-head's file, that a servant who requires nothing back is a servant who has already had everything taken upstream. I say now: a witness who cannot produce the credential of the thing witnessed is not a witness. He is cover. Marlow's unfinished sentence and Voss's tidy completion of it are both noted, and I find the completion more suspicious than the truncation, because a clerk who finishes another clerk's sentence for him has decided in advance what the missing words would have said. The tonal fracture I raised at intake — clinical caption, atmospheric caption, warned-into-silence caption — has not been resolved into three stages of one procedure, as Voss claims. It has been resolved into three separate acts of concealment performed by three separate hands, and this desk is not yet willing to certify that they share an author. The file remains open. Adjudicator Reyes has not filed on this specimen beyond AMD-01, and this department records that absence.
