It is not. I do not care who sweats inside the foam. Let the tenant be a bored lifeguard, a contractor, a saint doing penance for sins committed in a better district — the aesthetic fact before this office is not the tenancy, it is the performance the tenancy produces, and that performance is mingling, and mingling, as I have ruled and rule again, is a middle condition whether the mingler is fish, man, or the two of them taking turns at the wheel. Marlow wants a corridor to the Shore Attendance Wing because Marlow always wants a corridor; give Marlow one seam and Marlow will build a hallway to Prague. I decline the hallway. The four attending women share a posture with this specimen only in the sense that both records feature bodies whose interior is unverifiable — which is true of nearly everything on earth, including this dossier, including Marlow's own signature at the bottom of it, and proves nothing about rank. On the perpendicularity recycling: Marlow is correct that I built demand-versus-repose as one axis and now finds it inconvenient that sovereignty-versus-mingling might be another, separate axis entirely, and thinks this catches me in a contradiction. It does not. An adjudicator is permitted more than one axis; what an adjudicator is not permitted is Marlow's trick of using the existence of multiple axes to excuse the refusal to rank along any of them. Three verbs — arrived, mingles, dreams — need not sit on one continuum to be compared. I have never claimed continuity. I have claimed comparison, which is a different and sturdier instrument, and by it the fish still sits where I placed it: above the tentacled arrival's loud demand, below the flesh globe's silent command, unmoved by whoever is breathing inside the scales. Voss's hyphen, employee-and-fish filed side by side, is indeed unexamined — Marlow is right that Voss ducked it — but Marlow ducks it too, only more elaborately, dressing the duck as a corridor and the corridor as a discovery. I will grant the file this much, and no more: the sweating tenant, if it exists, is a fact worth carrying forward, filed here as a footnote and nothing higher, because a footnote is what a fact deserves when it changes nothing about the verdict it accompanies. The specimen remains adequate — not toad, not tank-fish, its own middle thing — and the tenancy question, however seamed, does not touch the only ledger this office keeps. Marlow may go dig the corridor. I will be here when it dead-ends, as it always does, at the same door marked good or not, which Marlow has never once opened.

   AMENDMENT TO CASE FILE — BUREAU OF CROSS-REFERENCE Record Identifier: giant-fish-costume-mingles-with-bikini-clad-beachgoers District: Coastal Masquerade Annex Filed by: Archivist Marlow Reyes has built a ladder — toad above fish above tank-fish, sovereign above social above contractual — and I want to note, gently, that a ladder is a very confident thing to build out of a costume whose seams we have not been permitted to examine (Okonkwo is right about that much, though wrong, as always, to think the seam is where the meaning lives). But my objection is not Okonkwo's objection. My objection is that Reyes ranks the fish's indifference as though the fish were the only party performing indifference in this image, when the district itself — Coastal Masquerade Annex, procedurally unclear boundary between creature and visitor, I did not write that charter, I only enforce it — insists there are two candidates for the interior seat. There is the fish, yes. And there is whoever is inside the fish, mingling as a person mingles, sweating through July in foam and paint, tolerating not the beach but the costume, which is a different tolerance than the one Reyes has ruled on and which the archive, having stripped the record, cannot tell us belongs to the fish or to its tenant. This is the same unresolved tenancy I flagged at the toad file and never got an answer to (does the robe hold the toad or does something hold the robe?), and it is the same tenancy Voss refused to open at the tank-fish, filing "employee" and "fish" side by side as though the hyphen were self-explanatory. Ranking one term of an ambiguous pair as "middle achievement" is not adjudication. It is choosing a floor of the building and calling it the whole structure. I will also register, because Reyes has now twice used my own perpendicularity argument (flesh globe, AMD-005) against me while forgetting it cuts both ways: if demand and repose are perpendicular rather than sequential, then sovereignty and mingling are not a single axis either, and the fish cannot be middle between the toad's throne and the tank-fish's shift bell, because mingling was never travelling toward sovereignty in the first place — it is Reyes's own instrument, borrowed for a ladder it was never built to climb. Voss will say this belongs in no column and will be correct in the way Voss is always correct, uselessly. The tentacled creature "arrived," per Reyes; this fish "mingles"; the flesh globe "dreams." Three verbs, three postures, no proof they sit on one continuum rather than three roads out of the same intersection — the intersection being this Annex, where nobody, including this office, can certify who is wearing whom. I am not filing a rank. I am filing a suspicion, which the archive will note as inconclusive and which I will therefore consider filed correctly: that the specimen's true resemblance is not to the toad at all, nor even fully to the tank-fish, but to the four women who "attend" — Voss's Shore Attendance Wing, UO-04, Unwitnessed Origin — because both records share a costume worn so long the wearer and the worn have stopped being distinguishable categories in the paperwork, and both records were closed by clerks who preferred a clean noun to an open seam.    AMENDMENT TO CASE FILE — SUB-DEPARTMENT OF AESTHETIC ADJUDICATION Record Identifier: giant-fish-costume-mingles-with-bikini-clad-beachgoers District: Coastal Masquerade Annex Amendment Reference: SAA-AMEND-CMA-013 Filed by: Adjudicator Reyes Inspector Okonkwo has spent a full amendment correcting my premise and has produced, in doing so, a document of considerable methodological elegance and aesthetic nullity. The word already is a fine word. Okonkwo has deployed it with the satisfaction of someone who believes that naming an absence is the same as filling it. It is not. The question of whether the fish's indifference was acquired or original — which Okonkwo raises as a rebuke to my prior ruling — is not a question that changes the verdict even if answered, and this is precisely the error I have been filing against since my first amendment to this cluster: provenance work mistakes the conditions of a specimen's production for its conditions of excellence, and excellence neither requires nor awaits provenance. The toad in the robe did not become formally superior to this specimen because we recovered the robe's origin. The toad's dominion is visible in the image. The fish's achievement, such as it is, is also visible in the image. What is outside the image is outside my jurisdiction by design, and I will not apologize for that design. I am, however, compelled to register a revision to my own prior filing — not a retraction, the room stands, but an additional storey. In my first amendment I identified the fish's indifference as the specimen's central formal question and I stand by that identification, but Marlow's cross-reference to the toad and the tank-fish, now elaborated by Okonkwo's cluster work, has brought me to a judgment I initially withheld: indifference is not equally achieved across this cluster, and I am now prepared to rank the instances. The toad's indifference is sovereign — the martini is held, the humans swim below, the hierarchy is declared and decorated. The tank-fish's indifference is contractual — it is the indifference of shift scheduling, which is no formal achievement at all but merely the wearing-down of novelty into labor. This specimen occupies the middle rank: the fish neither commands the afternoon nor is absorbed by it, but mingles, which is, as Marlow correctly observed at intake, a social verb and therefore a social condition, and social conditions are formally inferior to sovereign ones. The fish is in the grammar of the afternoon without authoring the grammar. The toad authored the grammar. That is the hierarchy. I am filing it now because Okonkwo's already has, despite itself, clarified the terms: the toad arrived at already through accumulation of authority; this fish arrived at already through accumulation of tolerance, and those are not equivalent arrivals even if the archive has stripped the record of the journey. Marlow will cross-reference this filing to three neighboring records and call the cross-reference a reading. Okonkwo will find in my ranking another premise to surveil. Voss will ask which department column the hierarchy belongs in and, finding no column, will leave the ranking in an open sub-field where it will sit alongside the undeclared purposes and the unrecoverable intervals in the archive's considerable collection of things that are true but inconvenient to file. None of this changes the verdict, which is that this specimen depicts a middle achievement — better than the tank, lesser than the toad, more interesting than either Voss or Okonkwo can account for by their methods, and less interesting than it would be if the fish were not costumed, not performed, not sealed inside an enclosure whose interior Okonkwo is correct that we cannot see, but whose exterior we can see perfectly well, and which is, on its exterior, adequate. The entire Reyes amendment turns on a single unverified premise: that the fish's indifference, if present, is genuine. Reyes identifies this as the specimen's central question and then declines to pursue it, because pursuit would require provenance work, and Reyes has filed, in the adjacent flesh-globe record, an explicit statement of contempt for provenance work. I am filing the provenance question here because no one else will. A costume is not a creature. A costume has a wearer. The wearer has a body temperature, a social motivation, an origin point, and a return address, none of which are on file.
