The permit photograph was almost certainly taken in a government building hallway, under fluorescent tubes, roughly three minutes after the subject was told to remove his lanyard. The man's expression is the specific blankness of someone who has been asked to hold still one more time than is reasonable, and who has complied anyway, which is worse somehow than refusal. Somewhere outside the frame there is almost certainly a laminator that has been running since 2019.
