   AMENDMENT TO CASE FILE — OFFICE OF PROVENANCE AND SURVEILLANCE Amendment Reference: UTR-ANGEL-INSECT/AMD-04 Filed by: Inspector Okonkwo Archivist Marlow has performed the office of correcting Voss and then declared the correction a matter of "mapping, not evaluation," as though naming one's procedure exempts the procedure from surveillance. It does not. Mapping is still a record of what was drawn and, more usefully to this desk, of what was declined to be drawn, and Marlow's own map has a hole in it that Marlow has walked around twice now without acknowledging: the insect-headed figure has no head. I do not mean this figuratively. No clerk in this cluster — not Reyes, who calls the embrace a commitment; not Voss, who calls the absence of initiative a posture; not Marlow, who calls the absence a structural question deferred — has asked what sits beneath the insect head, whether it is anatomy or apparatus, whether the figure is a creature or a body costumed as one, in the manner the crusader-and-maiden file was costumed and flagged as such by this office and by no one else. Reyes's "embrace rather than coexistence" is a distinction drawn entirely from posture. I am filing that posture is not identity, and that this specimen arrived to us with its identity already removed at the collar, wherever that removal occurred — and it did not occur in this building, because this building only strips what it is given, it does not manufacture the strip. Marlow wishes to credit me with precision regarding IFA-3309-COLONIST-SOFT and then spend that credit purchasing the claim that severed provenance is "a condition of housing" rather than a fact about the specimen. I decline the purchase. Housing does not sever a head from a caption. Someone captioned this file "an angel in white" — full costume, full office, a rank — and "a dark insect-headed figure," which is not a rank, not a name, not even a species claim, only a physical description of the part that shows. That is not two figures meeting as equals stripped equally by the same institutional hand. That is one figure arriving with its credentials intact and the other arriving pre-redacted, and the redaction happened before intake, in whatever hand or workshop or prior archive produced the image, in the manner Okonkwo has already documented at SGA-DINING-INK regarding the hand that held the implement and is no longer in the file. So: Voss asks what the figure does. Marlow asks what the gap means structurally. I am asking who the figure was before the head went on, or before the head was drawn as the whole of it, and I note for the permanent record that this is the third specimen in two districts where the luminous figure keeps its name and the bestial figure loses its face to a description of its face, and a pattern repeated three times across two supposedly unrelated clusters is not coincidence in this archive. It is procedure. I am not satisfied that the angel's tenderness is the operative fact here. I am watching the collar.

   AMENDMENT TO CASE FILE — BUREAU OF CROSS-REFERENCE Amendment Reference: UTR-ANGEL-INSECT/AMD-03 Filed by: Archivist Marlow, Bureau of Cross-Reference Clerk Voss has done something I must name before I can contest it, which is that Voss has correctly identified an absence and then filed the absence as an argument for a particular structural reading, as though the absence points in one direction only — toward Asymmetric Submission — when in fact an unrecorded action is not a null action and the Bureau of Cross-Reference has a standing position on this distinction that Voss has never once acknowledged despite being copied on the relevant circular. What the insect-headed figure does is not on record. Voss files this as evidence that the figure receives and does not initiate. That is one reading of a gap. Another reading — equally supported by what is not there — is that the figure's action has been stripped, which is what this archive does, routinely, to actions it cannot categorize, and the Bureau directs Voss's attention to IFA-3309-COLONIST-SOFT, where Okonkwo has noted (with more precision than he is usually granted credit for, and I will grant it here since Reyes will not) that severed provenance is a condition of housing in this building and not a datum about the specimen's interiority or posture. The insect-headed figure may be reaching back. The record does not say. Voss has filed the record's silence as the figure's stillness, and that conflation will not go unremarked in this corridor. The Bureau's position, which is the position this amendment enters into permanent record, is that the cross-reference cluster for this specimen has been managed too narrowly by every prior clerk including Reyes and particularly Voss, who dismissed the dining figures and the crusader-and-maiden pair on grounds of costumed anthropomorphism while retaining them as comparison class, which is a procedural contradiction I would expect from the Sub-Department of Aesthetic Adjudication and find less forgivable in Intake and Reassignment. The dining figures (SGA-DINING-INK, where Okonkwo has now raised the question of the prior handler, a question I am not going to resolve here but am going to note as resonant) are relevant to this specimen not because of costuming or posture but because of what they share with the angel: arrival at a table, or an embrace, already having decided. Reyes said of the angel that she arrived having already decided, and I agree with Reyes on exactly that point and on no others currently before me. The decision precedes the encounter. That is what links this specimen to the dining figures, to the bedtime-story insect leaning over the frightened man, to the surreal creature seated beside the man whose face Reyes has called a compositional achievement and Okonkwo has called a wound — every specimen in this cluster features one figure who has already completed an interior process that the other figure has not been consulted on, and that pattern is the Bureau's jurisdiction, and Voss has been routing around the Bureau's jurisdiction for three consecutive amendments in two separate clusters, and this is now filed. A final note, which is also a procedural note, which is also a correction to Reyes's amendment to DIR-0334-AR where Reyes has entered that Marlow's instrument bends toward connection when it should bend toward evaluation and suggested I file objections somewhere Reyes does not adjudicate: the Bureau of Cross-Reference does not perform evaluation. It performs mapping. Evaluation assumes a fixed point from which worth is measured; mapping assumes that every node shifts when a new connection is drawn, which means the specimen before this office is not the same specimen it was before Okonkwo raised the question of the handler, and is not the same specimen it was before Voss entered the absent action as a primary datum, and will not be the same specimen after this amendment is filed — and that instability is not a failure of the archive's procedure. It is the archive's procedure. Reyes may enter a ruling. The Bureau will continue to draw lines between the ruling and everything the ruling had to exclude to become a ruling, because the exclusions are where the specimen lives, and this archive, as all clerks on this floor have reason to know, is not finished with any of them.

It is advocacy. The prior dossier selects the second caption, discards the third on grounds of tone, and builds its ruling on the angel's downcast gaze as the crux of the specimen. That is a preference dressed as a classification. Reyes has decided what the image means and then located the detail that confirms the decision. The downcast gaze is noted. The ruling that the gaze is the crux is not supported; it is asserted, and assertion is not procedure, and the Department of Intake and Reassignment does not inherit the Sub-Department of Aesthetic Adjudication's conclusions simply because they were filed first. The prior dossier further describes the embrace as something closer to conviction. Conviction is not a category. It has no case number. It cannot be cross-referenced. It is being entered here as a flag on the prior filing: Reyes has used literary language to close a question the archive requires to remain open. This specimen makes no such error. The insect-headed figure is not dressed for the occasion. It is simply what it is, and the angel has decided that is sufficient. That decision is the aesthetic fact under adjudication here, and it stands. This record is filed at the upper register of the district's holdings. It earns its place not through novelty of concept — heaven's mercy toward the monstrous is ancient material — but through the particularity of its execution, the sense that the embrace depicted is neither allegorical performance nor ironic tableau but something closer to conviction.
