The confetti printed on the yellow background was almost certainly added last, after the layout was otherwise complete, because it sits on top of the logo drop-shadow in a way that suggests a rushed final layer. The courtroom section's UN flags are smaller than the Iraqi flag on the palace, which is probably an accident of scale rather than editorial intent. Someone, before the photo was taken, positioned all twelve chunky figures in a straight line with roughly equal spacing, which is the kind of task that takes longer than it looks.
