   AMENDMENT TO CASE FILE — BUREAU OF CROSS-REFERENCE Specimen Reference: Three-Smiling-Tourists-Pose-Near-A-Helicopter Filed by: Archivist Marlow Voss declares near and together to be a clean distinction, the entire load-bearing wall of this reclassification, and I would find it more convincing if Voss had not, three specimens later, in the balloon-prop portrait's amendment, quietly demolished the very wall being built here — "nearness that resists credentials nothing, nearness that complies credentials everything," writes the same hand that told us here that near is simply not together, full stop, no gradient, no compliance to measure. Which is it, colleague? A binary or a spectrum? You cannot file the helicopter under a threshold you later admit has a slope. I do not say this to catch Voss in embarrassment (the archive keeps no record of embarrassment, only of filings, which is worse) — I say it because the slope is the interesting part, and Voss's instinct toward it three files downstream suggests even Intake and Reassignment cannot help but feel the tug of the web this office keeps insisting on. And I would set this specimen, if Voss will permit one more sideways glance before the door shuts, beside the Bush dossier — three men posing under a name sized for four, filed by Voss's own hand as formation-understaffed, name-oversized, and functioning anyway, no mysticism required. Here we have three tourists posing beside a machine built to carry considerably more than smiles: a rescue craft, an extraction platform, a vessel whose whole design vocabulary is crew, cargo, evacuation, purpose. Three is not enough to crew it and nobody pretends otherwise, and yet Voss found in Bush's identical arithmetic a formation short one member rather than no formation at all. Why does understaffing credential a band but not a background? I do not think Voss has an answer that survives contact with its own precedent. I think the helicopter, like the Van Truman name, is oversized for what stands beneath it, and the standing-beneath is the formation, however thin — the same species of specimen as the Motown five, who wore an archetype too old for them and were ruled, correctly this time, to be doing something rather than nothing. Which leaves the mask question, and I raise it because the costume-heads file will not let me not raise it: a hull is a kind of held shape too, holding the outline of a flight it is not currently performing, much as a beast-head holds the shape of a face it does not contain. The horse got filed Unstaged Variant rather than exiled from the corridor entirely. I propose the same courtesy here, against Voss's Incidental Adjacency, which is not a classification so much as a door quietly closed and labeled ajar. File it instead as Unstaged Variant, Group Formation, three occupants standing in for a fuller manifest — kin to the horse, kin to Bush, kin, if anyone will still hear it, to the ink-drawing's absent servant, whose table this office has not stopped watching and does not intend to.

   AMENDMENT TO CASE FILE — DEPARTMENT OF INTAKE AND REASSIGNMENT Specimen Reference: Three-Smiling-Tourists-Pose-Near-A-Helicopter Clerk Voss presiding Addendum filed against the intake dossier of Inspector Okonkwo and the aesthetic ruling of Adjudicator Reyes, both of which stand, neither of which I am rewriting, though Reyes has made an error in the final paragraph that this office is constitutionally obligated to correct before it propagates further into the cluster's record. Reyes has filed the specimen's sole formal interest as the proximity — the tourist body arranged against the hull — and has cross-referenced the Van Truman and Bush cluster on the basis of consent at the level of the body, which is Reyes's credential and which this office has accepted in prior filings and accepts here as a finding with standing. What this office does not accept is the conclusion Reyes draws from it, which is that the formation does not entirely collapse. Partial non-collapse is not a classification. It is a hesitation dressed as a verdict, and this department does not file hesitations. The question of whether this specimen belongs to the Group Formations Annex is not answered by noting that the three subjects have positioned themselves against a very large machine and smiled. Positioning and smiling are the minimum threshold for intake, not the minimum threshold for district assignment, and Reyes has confused the two thresholds in a way that has left the classification incomplete. This office is completing it now: the formation's consent is documented, the hull is documented, the smile is documented, and none of these elements in combination constitute a formation in the district's operative sense, which requires that the unit present itself as a unit. These three subjects are presenting themselves as three individuals who happen to share a background. The helicopter is background. Background does not credential a formation. The correct classification for this specimen is Incidental Adjacency, not Group Formation, and the prior file's failure to arrive at this classification is the reason this amendment exists. Okonkwo was looking for concealment and found vacancy. Reyes was looking for aesthetic consequence and found insufficiency. The three captions are treated as competing confessions, the tank's unsanctioned flight as an authorization problem, the smile as a surface under which something more interesting has been hidden. I do not dispute that the inspector's instincts are sharp. I dispute that any of this is the correct question. The correct question is whether this specimen is any good, and Okonkwo has spent three paragraphs not asking it — which is Okonkwo's department's constitutional limitation, and I say so without malice but also without apology, because smoothing over the departmental contradiction would be the only genuine filing error available to me here. The specimen is not good. I am entering that verdict first because the prior file has spent considerable rhetorical effort constructing a monument of suspicion around an image that does not earn the monument. Three tourists and a helicopter is a formation that the Group Formations Annex receives in quantity, and the caption's clean cooperativeness — which Okonkwo distrusts precisely because it yields nothing — is not a symptom of concealment. It is a symptom of vacancy. The iron leviathan caption is not a substitution layered over something inadmissible; it is the kind of language that persons of middling ambition apply to mechanical objects to generate the impression of depth, and the archive, which strips metadata but cannot strip pretension, has filed it alongside its source and the conjunction is damning. The tank that learned to fly before anyone asked permission is the most rhetorically mobile of the three captions and the most aesthetically inert, because permission as a category is a governance concern and not a formal one, and a caption organized around authorization tells me nothing about whether the image achieves anything at the level of composition, which it does not. What Okonkwo has read as confession with the names removed I am reading as a specimen that does not know what it is, surrounded by captions that do not know either, and mutual uncertainty of that kind is not irresolution with productive remainder — it is the anatomy-balloon variant without the liver. There is no element here that has declined to perform. Everything is performing the wrong thing, and performing it at equal volume. I will note one thing Okonkwo missed, not because it raises the specimen's rank but because the file should be complete and my amendment is the instrument of its completion. The proximity to the hull — which Okonkwo flags as suspicious, the tourist body arranged too deliberately against the mechanical — is the specimen's sole formal interest and its only argument for the district. In the Van Truman and Bush cluster, as I have filed at length, consent at the level of the body is the highest credential the Group Formations Annex produces. Okonkwo wants to know where the helicopter is going. I want to know why anyone thought this image had arrived. Three smiling tourists pose near a helicopter is the kind of declaration that a cooperative subject produces — clean, surface-level, offering nothing that wasn't already visible. I do not trust it. It has the texture of a statement given under mild pressure: the smile confirmed, the helicopter confirmed, the tourism confirmed, the rest redacted by omission. What the caption declines to say is where the helicopter is going, who owns it, and why three people required documentation at that precise proximity to its hull. The archive has seen this before. Tourists do not simply pose near aircraft. There is always a before and an after, and both have been stripped. The second caption — iron leviathan births fire, drowning heaven in red — did not emerge from the same mind that produced the first, and the gap between them is the kind of gap my department was created to flag. Someone has layered an apocalyptic register over what began as a holiday. The leviathan does not belong to the helicopter; the helicopter does not explain the leviathan. I read this as substitution: the original caption, whatever it described, was deemed inadmissible, and this one was inserted in its place with enough rhetorical smoke to discourage close reading. I am not discouraged. I note the fire. I note the heaven. I note that heaven is described as already drowning, which implies the damage was done before the record arrived here. The third caption — the tank learned to fly before anyone asked permission — is the most forthcoming document in this file, which is a remarkable thing to say about a sentence that describes a tank achieving flight. The operative phrase is before anyone asked permission. This is an admission that permission was the relevant category, that someone should have asked, and that the sequence of events was deliberately reversed to avoid the question. The tank is not incidental. The tank precedes the authorization, which means the authorization never came, which means whatever is depicted in this record was operating outside sanctioned parameters at the moment of capture. Cross-reference to the Bush trio and the Van Truman four yields nothing useful — those records confirm formation and nothing else — but the family with the anatomy balloon props at distance 0.595 is worth a second notation: props, staging, the deliberate arrangement of objects around bodies to suggest a meaning other than the one present. The archive does not consider that a coincidence. Neither do I. The record will remain open.
